Planeamiento estratégico para un Centro de Investigación Clínica (CRS)

Abstract

La Asociación Civil Impacta Salud y Educación (IMPACTA) es una organización peruana no gubernamental, fundada en el año 2000 y consolidada como un referente en la investigación clínica sobre VIH/SIDA e ITS en América Latina. Este trabajo de investigación desarrolla un planeamiento estratégico para su Centro de Investigación Clínica (CRS) con el objetivo de optimizar sus operaciones, asegurar su sostenibilidad financiera y fortalecer su posición competitiva en un entorno desafiante .Para la formulación del plan, se realizó un análisis exhaustivo del entorno externo mediante las herramientas PESTE, el modelo de las cinco fuerzas de Porter (Porter, 1979) y la Matriz de Evaluación de Factores Externos (MEFE), identificando oportunidades como los costos operativos competitivos en Perú y el acceso a redes de financiamiento internacional. Internamente, se aplicó el análisis AMOFHIT y la Matriz de Evaluación de Factores Internos (MEFI), destacando fortalezas clave como un equipo humano altamente calificado, una infraestructura moderna y el cumplimiento de altos estándares regulatorios. La integración de estos análisis a través de la matriz FODA y otras matrices estratégicas (PEYEA, BCG, IE) permitió definir un perfil estratégico agresivo. Tras una evaluación cuantitativa (MCPE) y cualitativa (Rumelt, Ética), se retuvieron cinco estrategias principales: 1) Apalancar el prestigio y las redes internacionales para acceder a nuevas convocatorias de financiamiento; 2) Integrar tecnologías avanzadas para ofrecer ensayos híbridos y servicios de telemedicina; 3) Explorar nuevos protocolos de investigación para reforzar su imagen de centro pionero; 4)Incursionar en áreas de investigación adyacentes para diversificar patrocinadores; y 5) Lanzar servicios de laboratorio comerciales para generar ingresos propios. La implementación de este plan permitirá a Impacta mejorar su eficiencia, aumentar la diversidad de sus estudios y fortalecer su sostenibilidad, consolidando su liderazgo regional y maximizando su contribución a la salud pública.

The Asociación Civil Impacta Salud y Educación (IMPACTA) is a Peruvian non-governmental organization founded in 2000, which has established itself as a benchmark in clinical research on HIV/AIDS and STIs in Latin America. This research develops a strategic plan for its Clinical Research Site (CRS) to optimize operations, ensure financial sustainability, and strengthen its competitive position in a challenging environment. To formulate the plan, a comprehensive analysis of the external environment was conducted using PESTE analysis, Porter's Five Forces model (Porter, 1979), and the External Factor Evaluation (EFE) Matrix, identifying opportunities such as competitive operating costs in Peru and access to international funding networks. Internally, the AMOFHIT analysis and the Internal Factor Evaluation (IFE) Matrix were applied, highlighting key strengths such as a highly qualified team, modern infrastructure, and compliance with high regulatory standards. The integration of these analyses through the SWOT matrix and other strategic matrices (SPACE, BCG, IE) defined an aggressive strategic profile. Following a quantitative (QSPM) and qualitative (Rumelt, Ethics) evaluation, five main strategies were retained: 1) Leveraging its prestige and international networks to access new funding opportunities; 2) Integrating advanced technologies to offer hybrid trials and telemedicine services; 3) Exploring new research protocols to reinforce its image as a pioneering center; 4) Expanding into adjacent research areas to diversify sponsors; and 5) Launching commercial laboratory services to generate revenue. The implementation of this plan will enable Impacta to improve its efficiency, increase the diversity of its studies, and enhance its sustainability, there by consolidating its regional leadership and maximizing its contribution to public health.
