Evaluación y mejora del Procedimiento Operativo Estándar (POE) del reporte de precios frente a la no conformidad detectada por la Dirección General de Medicamentos, Insumos y Drogas (DIGEMID) en una droguería de Lima

Abstract

El reporte de precios es una actividad mensual obligatoria que realizan los establecimientos farmacéuticos, que comercializan productos farmacéuticos y biológicos, en el Observatorio de Precios de Productos Farmacéuticos (OPPF) del Sistema Nacional de Información de Precios de Productos Farmacéuticos (SNIPPF) implementada por la Dirección General de Medicamentos Insumos y Drogas (DIGEMID), con el objetivo de brindar transparencia al consultar los precios de los medicamentos que circulan en el mercado y garantizar la accesibilidad a los más asequibles. El presente trabajo de suficiencia profesional se enmarca en el levantamiento de la No conformidad detectada por la DIGEMID durante su visita anual a la droguería por reporte de precios. El hallazgo corresponde a un reporte incompleto en el OPPF por error en la presentación del producto comercializado, clasificándolo como infracción regulatoria y sanción al establecimiento. El levantamiento se ejecutó de manera conjunta entre las áreas involucradas, Dirección Técnica y Ventas. Se desarrolló el proceso CAPA (Acciones Correctivas y Preventivas) para identificar la causa raíz y definición del plan CAPA para mitigar la no conformidad. Como resultado, se identificó que el Procedimiento Operativo Estándar (POE) no describe de manera clara el proceso de revisión de reporte de precios mensual, lo que impide la detección oportuna de errores durante el reporte, siendo actualizado y difundido al personal. Asimismo, como medición de la efectividad se revisó el reporte de mayo con reporte correcto al 100 %. El presente trabajo tiene como objetivo evaluar y mejorar el POE del reporte de precios frente a la No conformidad detectada por la DIGEMID en una droguería de Lima con la finalidad de la detección oportuna de errores en la información reportada y corregirlos de inmediato, evitando así incurrir en las infracciones previstas en la normativa vigente.

The price reporting is a mandatory monthly activity carried out by pharmaceutical establishments that sell pharmaceutical and biological products through the Pharmaceutical Product Price Observatory (OPPF) of the National Pharmaceutical Product Price Information System (SNIPPF), implemented by the General Directorate of Medicines, Supplies, and Drugs (DIGEMID), with the aim of providing transparency when consulting the prices of medicines available on the market and ensuring access to the most affordable ones. This professional sufficiency work is part of the investigation into the non-compliance detected by DIGEMID during its annual visit to the pharmacy for price reporting. The finding corresponds to an incomplete report in the OPPF due to an error in the presentation of the marketed product, classifying it as a regulatory infringement and resulting in a sanction against the establishment. The investigation was conducted jointly by the departments involved: Technical Direction and Sales/Bidding. The CAPA (Corrective and Preventive Actions) process was implemented to identify the root cause and define the CAPA plan to mitigate the non-compliance. As a result, it was determined that the Standard Operating Procedure (SOP) does not clearly describe the process for reviewing the monthly price report, which prevents the timely detection of errors during reporting; the SOP has since been updated and distributed to staff. Additionally, to measure the effectiveness of these changes, the May report was reviewed and found to be 100% accurate. The objective of this study is to evaluate and improve the SOP for price reporting in response to the non-compliance detected by DIGEMID at a pharmacy in Lima, with the aim of ensuring the timely detection of errors in the reported information and correcting them immediately, thereby avoiding violations of current regulations.
