En el presente documento se desarrolla el plan estratégico para ADIPER; cuyo propósito al 2026, es ser una institución líder a nivel nacional y de referencia internacional en educación e investigación en diabetes mellitus (DM), prediabetes y obesidad. Para cumplir su propósito, se ha elaborado el siguiente plan estratégico utilizando el método secuencial. Asimismo, se desarrollan diferentes análisis y matrices, a partir de donde se eligen las estrategias para cumplir los objetivos propuestos; los cuales permitirán alcanzar la visión deseada. En la Agenda para el Desarrollo Sostenible al año 2030; los jefes de Estado se comprometieron a desarrollar estrategias para reducir en un tercio la mortalidad por enfermedades crónicas no transmisibles (ECNT), enfocándose en acciones preventivas y de tratamiento (Álvarez, A. M. 2016). De las ECNT, la DM es de alta prevalencia e incidencia en el Perú y el mundo por representar altos costos para el sistema de salud debido a la misma enfermedad, a sus complicaciones, a los años de vida saludables perdidos (AVISA) y a la disminución de la calidad de vida que produce. Para controlar su avance, el gobierno ha elaborado políticas públicas y planes presupuestales, sin haber logrado cumplir con dicho objetivo; por lo que, se hace necesario el aporte de instituciones no gubernamentales como ADIPER, cuya misión es contribuir con la prevención, tratamiento e investigación de la DM en el Perú mediante la capacitación de profesionales de la salud con énfasis en el primer nivel de atención (PNA); así como, en la educación de las personas con DM para el mejor control de su enfermedad.This document develops the strategic plan for ADIPER; whose purpose by 2026 is to be a leading institution at the national level and an international reference in education and research in diabetes mellitus (DM), prediabetes and obesity. To serve its purpose, the following strategic plan has been developed using the sequential method. Likewise, different analyzes and matrices were developed, from where the strategies are chosen to fulfill the proposed objectives, which will allow to achieve the desired vision. In the Agenda for Sustainable Development to the year 2030; The attending heads of State committed to developing strategies to reduce mortality from chronic non-communicable diseases (CNCD) by one third, focusing on preventive and treatment actions (Álvarez, A. M. 2016). Of the NCDs, DM has a high prevalence and incidence in Peru and the world because it represents high costs for the health system due to the disease itself, its complications, the healthy years of life lost (DALYs) and the decrease of the quality of life it produces. To control its progress, the government has drawn up public policies and budgetary plans, without having achieved this objective; Therefore, the contribution of non-governmental institutions such as ADIPER is necessary, whose mission is to contribute to the prevention, treatment and research of DM in Peru through the training of health professionals with an emphasis on the first level of care (PNA); as well as in the education of people with DM to better control their disease.
